The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: positive announcements are issued from different nations. Significant resources is allocated on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a capability provided through timely intelligence. From observation points, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that neighboring countries are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, endure.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is impossible to force Russia to surrender the areas that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but averting a complete military breakdown until situations evolve in its advantage.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
